Overview
Council of Dreams is a single-phase rock-paper-scissors fight, where each boss has an "ultimate" ability they cast at full-energy that must be countered by another boss's ability.

On Heroic, the bosses cast their ultimates in a fixed order one at a time, with the first ultimate cast at 0:55 and then every ~65 seconds thereafter.

All three bosses must die within 30(?) seconds of each other or they will ressurect at 50% health.
The timing is unconfirmed, but it's at least 15 seconds (opens in a new tab) of leeway.
Key mechanics
Tanks should try to keep Urctos on top of another boss to allow for cleave damage.
DPS should generally target the non-Urctos boss that's stacked with Urctos.
- Urctos's Agonizing Claws (opens in a new tab) deals massive physical damage in a frontal cone and applies a debuff that increases Claws damage taken.

Tanks should generally swap after every Barreling Charge (opens in a new tab), which allows an alternate A-B-B-A pattern of Claw soaks. The exception is when Urctos has to get poly'd which may interrupt his Charge pattern. See this log query (opens in a new tab).

- Critical Countdown Pip's Song of the Dragon (opens in a new tab) is a 12-second channel that must be cleared, otherwise afflicted players receive Captivating Finale (opens in a new tab), stunning them and dealing moderate damage over 15 seconds.

- Each active Noxious Blossom (opens in a new tab) deals minor raid-wide damage every 3 seconds.
- Tactic Pip's Polymorph Bomb (opens in a new tab) allows you to remove up to 3 Noxious Blossom (opens in a new tab) puddles without taking damage. Polymorphed players should try to keep the number of active puddles relatively low to reduce raid damage.
- Once you've soaked your 3 puddles, move away from the raid to press your Preen button to safely break.
- Tactic Pip's Polymorph Bomb (opens in a new tab) allows you to remove up to 3 Noxious Blossom (opens in a new tab) puddles without taking damage. Polymorphed players should try to keep the number of active puddles relatively low to reduce raid damage.

Urctos casts Barreling Charge (opens in a new tab) roughly every 30 seconds, which targets the current
tank and charges toward them, dealing minor damage to every player Urctos passes through while also applying a 30-second debuff (opens in a new tab) that increases Charge damage taken by 500%.
Tanks should aim Urctos' Barreling Charge (opens in a new tab) as needed, either toward Aerwynn to break Constricting Thicket (opens in a new tab), or toward designated directions.
Non-tank players should alternate soaking groups to stand in the charge path and take the damage, e.g.:
- Group A: All melee
- Group B: All ranged
There's a lot of movement throughout the fight to keep Urctos on top of one of the other bosses. Therefore,
tanks should communicate with the raid to ensure they're aiming the upcoming charge in the right direction.
Mythic
Bosses cast their ultimates in pairs, rather than one at a time. Individual bosses require at least 60 seconds to regain full energy and recast their ultimate. In general, this doesn't change how we handle the mechanics, but it does require prioritizing which ultimate is more important.
Approximately every 65 seconds during the fight, two bosses will cast their ultimates at the same time (see here (opens in a new tab)).

The general order of importance is: Blind Rage (opens in a new tab) > Constricting Thicket (opens in a new tab) > Song of the Dragon (opens in a new tab).
While it's technically true that failing to clear Song of the Dragon (opens in a new tab) is the most impactful, it only affects the individual player that failed rather than the raid. It'a also 12 seconds long with no notable impact until the end. In general, Urctos' Blind Rage (opens in a new tab) should be Poly'd ASAP, so he is free to cast Charge on Aerwynn to break Constricting Thicket (opens in a new tab).
The combination of Blind Rage (opens in a new tab) and Constricting Thicket (opens in a new tab) is the most dangerous, as it requires "saving" the previous Polymorph to immediately break Urctos out of his Rage so he can charge Aerwynn.
The exact timing is unknown, but it's possible a Polymorph may have to be passed back and forth to players for up to 20 seconds prior to the Urctos + Aerwynn ultimate pair.
- Critical Pip's Emerald Winds (opens in a new tab) also spawns tornadoes during the cast, which deal moderate damage and knockback to players that touch them.

Healers should still use raid CDs to heal through this damage and players should avoid tornadoes.
